Work and Experience

Jennifer Carroll MacNeill has extensive experience across government, public policy, and the legal profession. In 2025, she was appointed Minister for Health, having previously served as Minister of State for European Affairs and Defence. From 2022, she held the position of Minister of State at the Department of Finance with special responsibility for Financial Services, Credit Unions and Insurance, where she was responsible for key areas of financial policy and regulation. Prior to entering ministerial office, she worked as a legal adviser to former Taoiseach Enda Kenny and served as a senior adviser in a number of Government departments, contributing to policy development and legislative reform across a range of sectors. Before her career in public service, she practised law as a solicitor before qualifying as a barrister in 2013, bringing significant legal and regulatory expertise to her work in government and public policy.

Education

Jennifer Carroll MacNeill has a strong academic background spanning the humanities, law, politics, and public policy. She graduated from Trinity College Dublin with a Bachelor of Arts degree in 2002 before completing a Master's degree at University College Dublin in 2004, where she graduated first in her class. She subsequently undertook doctoral research at the UCD School of Politics and International Relations, earning a PhD in Public Policy and Political Science. Her doctoral work received national recognition when she was awarded the prestigious Basil Chubb Prize in 2015 for the best politics thesis in Ireland in 2014.
